User License

User license gets created when the license with the feature scope as User is assigned to the user under subscriber instance

For example, Timesheet product has been subscribed by the subscriber with a license [{name: "orektic__timesheetUser", users: 10} then it indicates after subscription one license record will get created but when the subscriber assigns that license to 10 users, the user licenses will get created for those 10 users

One Feature with a scope user can not be assigned to two different users
