User license will work on the basis of the user. it will maintain usage of a feature on the basis of the user ids. It will also let us know the allowed, used, and remaining values for any feature

User license will define feature name, feature type, feature scope, reset frequency, user id, allowed, used, remaining users, etc.

The license will get created on the publisher instance, subscriber instance, and super instance. we can update the license on the super instance only after updating the license on the super instance license on the publisher instance and the subscriber instance gets updated automaticallygets created when the license with the feature scope as User is assigned to the user under subscriber instance

For example, Timesheet product has been subscribed by the subscriber with a license [{name: "orektic__timesheetUser", users: 10} then it indicates after subscription one license record will get created but when the subscriber assigns that license to 10 users, the user licenses will get created for those 10 users

One Feature with a scope user can not be assigned to two different users
