User license gets created when the scope of the feature is the user
For example, The timesheet product has been subscribed by the subscriber with a license [{name: "orektic__timesheetUser", users: 10} then it indicates after subscription one license record will get created but when the subscriber assigns that license to 10 users, user licenses will get created for those 10 users
Feature with scope user can not be assigned to two users
