Note:
To add the layout to a desired Lightning page, you must first click Publish. Once published, the layout can be added to the selected Lightning page, Digital Experience page.
Once published, layout can not be deleted using row actions. If user wants you want to forcefully delete the layout, he has to delete the static resource created for the layout with naming convention like
pwr__[layout_api_name]and then the delete row action works for the sameplease refer the steps here.
