Steps to Delete a Published Layout:

To add the layout to a desired Lightning page, you must first click Publish. Once published, the layout can be added to the selected Lightning page, Digital Experience page.
Once published, layout can not be deleted using row actions. If user wants to forcefully delete the layout, he has to delete the static resource created for the layout with naming convention like
pwr__[layout_api_name]and then the delete row action works for the same.
To delete a layout forcefully after publishing, navigate to Static Resources.
After publishing a layout, a static resource for that layout is created following name convention like
pwr__[layout_api_name]. Locate the specific static resource and delete it.
